If I were to buy a 1/43 model and everything was right except for rims being to thick or mirrors and spoilers being disproportional and off scale and there wasn't one better made on the market, could I send it to one of the artisans such as Stephen Barnett or some other high end self made model maker for just small mods rather than creating an entire model? I am 17 and just starting to get into this hobby and I am a absolute stickler for detail but don't have several grand to drop on an individual model right now. If it is possible to do small mods would it cost as much anyway? thanks

Yes, all that is entirely possible - and not even particularly uncommon.
The cost factor is an unanswerable question though...
