I used to be able to order this glue from BBR for repairing window p/e but they tell me they can no longer sell it because DHL declares it as dangerous. Does anyone know of another source?

For those purposes you can also use the jewlery glue GS Hypo. I used to order it in the UK which is a kind of overseas shipping for continental Europeans.

GS Hypo is very good but it must be used with care. The best aspect is the hypo needle point application. It's easy to get into very tight spots.
